It is prohibited to use any form of transportation to Hogwarts that could draw attention to the wizarding world. As such students who are able are allowed to apparate to Hogsmeade village and take the carriages from there up to the castle, or alternatively, Portkeys are set up across the country to transport students to a field just out side of the village, where they too can take the carriages up to the castle.
